HARTINGTON TOWN QUARTER PARISH COUNCIL
A meeting of Hartington Town Quarter Parish Council was held on Wednesday, 2nd September 2026 at 7.30pm in the Bakehouse, Hartington Village Hall.
Present: Acting Chair, R Sherratt, D Annat, S Spencer, S Wager and the clerk, S Hampson. There were no members of the public in attendance.
Part 1 Non-confidential information
26.9.1 Apologies and attendance register
The members present completed the attendance register. Apologies had been received in advance of the meeting from Mr A Grindey and Mrs Bruce.
26.9.2 Minutes of the previous meeting
The minutes of the previous meeting had been forwarded to members, in advance of the meeting and posted on the parish council’s website and noticeboard.
Resolved: to accept the minutes as a true record. The minutes were duly signed by the Acting Chairman, Mr Sherratt
26.9.3 Public speaking
There were no members of the public in attendance.
26.9.4 County Councillor update
The County Councillor was not in attendance but had sent a communication to the clerk asking for details of outstanding matters reported by the parish council to Derbyshire County Council (DCC).
26.9.5 Update from District Councillor, outcome of local projects fund application
The District Councillor was not in attendance. The clerk had completed an application to the local projects fund in relation to possible funding towards the achievement of a disabled access point to the pond and seating. (Reference number 1321211). The application had been successful in the sum of £500; however, further investigations would be required. Matters concerning the possibility of disabled access were reported in the July minutes and there was no further update at this stage.
The clerk had received, via the contact form from the website, a communication reporting difficulty experienced using the payment method at the village car park. The correspondent suggested not using the app and have a contactless payment machine instead. The clerk had reported this to the District Council in advance of the meeting.
26.9.6 Neighbourhood Plan
Mr Annat had asked for confirmation, after the forthcoming meeting before committee at Peak District National Park Authority (PDNPA) at the end of the week, that the plan an been accepted and ‘made’.
It is being recommended for approval. It has also been noted in their minutes that the second referendum was caused by PDNPA and apologies to the parish council have been noted for the inconvenience caused. PDNPA has been responsible for the additional costs involved (approximately £2, 500).
Resolved: to add supplementary information to the minutes once the process is completed.
26.9.7 Former cheese factory site, flood attenuation measures and enforcement
There was no further update regarding the flood attenuation measures.
Resolved: the clerk to make further contact with the officer at PDNPA to seek an update of the current situation.
26.9.8 The pond area
Also see agenda item 26.6.5 regarding the local project fund grant application form made by the clerk towards the pond area.
From the previous meeting, the parish council felt that a large amount of signage would be required around the pond to meet necessary obligations. The insurance company response is not conclusive. To create disability access would probably require the removal of a number of seats on one side. The damaged seat needs to be removed.
Resolved: Mr Wager to remove the damaged seat from the perimeter of the pond prior to the October meeting.
It was reported that volunteers had removed some debris but had left it to dry out around the perimeter. A local farmer had spent considerable time wrapping and removing debris. Members discussed the overgrowth at the end of the pond and the built up of silt. Members do not wish further barley straw to be added to the pond.
Resolved: the clerk to send a letter of thanks to the local farmer.
Resolved: the clerk to contact the volunteer group to thank them for their efforts and to ask for their planned date when the pond irises will be removed and not to place any more barley straw into the pond as this leads to additional debris.
26.9.9 A Boards/Advertising in the village
The clerk had distributed an agreed letter to the village businesses and there had been no communications received as a result of this action. The parish council members thought this had had an impact on advertising clutter and were grateful. Members will continue to monitor the situation and if necessary, write to individual businesses concerned.

* The mowing contractor had not undertaken a second cut in August due to the continued dry weather.
Pay awards for clerk had been received, back dated to 1st April 2026. Pay awards are incorporated in the clerk’s contract.
Resolved: To unanimously award the clerk the agreed pay award and back pay and to incorporate this into the October salary payment.
The clerk had completed and submitted the VAT return.
26.9.11 Planning applications, planning sub-committee and appeals, enforcement
There was one new planning applications to consider. NP/DDD/0826/0802 Stable Cottage, Stonewell Lane.
Demolition of existing conservatory and replacement extension, associated internal and external works.
Members discussed the plan and agreed it cannot be seen and would not impact other people. The proposal replaces a previously poorly built extension which has no conservation merit.
Resolved: to support the application based on the above discussion.
26.9.12 Highway issues, yellow lines, pot holes, street lighting, No though road sign at Reynards Lane, Hyde Lane weight limit
There were no updates on the above items but also see item 26.9.4. The grid near the doctors’ surgery had been reported after the previous meeting.
Resolved: to report the multiple pot holes on Hall Bank.
Of great concern to the parish council members is the imminent action by BT Open Reach to install 36 large telegraph poles on Reynards Lane on the approach to Brighton Farm. It will be very difficult to dig in this area to complete the installation and the verge is very narrow. Members think this will result in the lane becoming even more narrow in places presenting problems for agricultural traffic. It is highly likely that collisions will occur with the poles. In addition, the poles will have a massive impact on the area creating an eyesore. The parish council is unanimous in their disapproval of the proposed action by BT Open Reach but understands no planning permission is required. The parish council sees this as an anomaly in planning.
Resolved: The clerk to contact the MP and PDNPA immediately after the meeting to express their dismay at this action by BT Open Reach.
26.9.13 Articles for News and Views
This is not required until 15th October but an update on the Neighbourhood Plan can be included.
26.9.14 Correspondence and communication
Correspondence had been forwarded to members in advance of the meeting and in addition to those items addressed through the agenda included: PCSO monthly newsletter, DALC newsletters, employment law updates. A new source will have to be found this year for the village Christmas tree.
26.9.15 Items for the next agenda
Neighbourhood Plan, former cheese factory site and flood measures, the pond area, telegraph poles on Reynards Lane, Christmas tree. Additional items to be compiled by the clerk.
