HARTINGTON TOWN QUARTER PARISH COUNCIL

A meeting of Hartington Town Quarter Parish Council was held on Wednesday, 3rd June 2026 at 7.30pm in the Bakehouse.

 

Present:   A Grindey, R Sherratt, S Bruce, D Annat, S Spencer and the clerk, S Hampson.  There were no members of the public in attendance for part of the meeting.

 

Part 1 Non-confidential information

26.6.1 Apologies and attendance register

The members present completed the attendance register.  Apologies had been received in advance of the meeting from Mr S Wager.

 

26.6.2 Minutes of the previous meeting

The minutes of the previous meeting had been forwarded to members, in advance of the meeting and posted on the parish council’s website and noticeboard.  

 

Resolved:  to accept the minutes as a true record.  The minutes were duly signed by the Chairman, Mr Grindey.

 

26.6.3 County Councillor update

The County Councillor was not in attendance

 

26.6.4 Public speaking

There were no members of the public in attendance. However, the subject of an increasing number of advertising A boards are appearing on the village greens, the triangle, Stonewell Court, near the War Memorial etc which are causing an adverse visual impact on the village. 

 

Resolved:  The parish council will continue to consider and support individual event requests for the use of the village greens.

Resolved:  The clerk to write a letter to the proprietors of all businesses to advise that permission will not be granted for the erection of advertising A boards throughout different places within the village and these must be removed.

Resolved:  to place the item on the next agenda.

 

26.6.5 Update from District Councillor and churchyard graves

The District Councillor was not in attendance.  The clerk had submitted a local projects fund application, in advance of the meeting for the sum of £500 in connection with the possible achievement of disabled access to the village pond.  Mr Annat had contacted the District Council regarding the forthcoming referendum.

 

26.6.6 Neighbourhood Plan and referendum

The clerk has posted information from Derbyshire Dales District Council (DDDC) regarding the referendum on the website and noticeboard.  DALC had been contacted regarding campaigning connected to the referendum.

 

26.6.7 Former cheese factory site, flood attenuation measures

The clerk had contact Peak district National Park Authroity (PDNPA) for a further update regarding the flood attenuation scheme and had been advised of further meetings with PDNPA, Highways and Local Lead Flood Authority (LLFA) to discuss the latest response by the applicant’s drainage engineer.  Queries had been raised and a further response received.  A final formal assessment is expected before recommendations can be made.

 

26.6.8 Seating

Also see agenda item 26.6.5 regarding the local project fund grant application form made by the clerk towards the possible achievement of disabled access to the pond seating.  Members expressed some concerns about safety aspects of the access from a relatively busy road and also the nature of the slope leading down to the pond water.  The clerk had also contacted DCC and PDNPA regarding the achievement of a disabled access.  PDNPA would require payment for pre-planning advice and input regarding alterations to an historic feature.  Members also discussed the overgrowth of vegetation in the pond

 

Resolved:  the clerk to contact the parish council’s insurance company regarding safety concerns.

Resolved:  to place the pond on the next agenda.

26.6.9 Items of account, salaries, clerk’s pay award, HMRC, general administration, mowing contractor, bus shelter maintenance, on line banking

The mowing contractor had made an error in the calculation of the monthly mowing fee however, this was only small amount.

 

Resolved:  to approve the modified monthly mowing fee.   The parish council is very satisfied with the works being carried out.

Resolved:  to adopt the new cemetery fees prepared by the clerk and cemetery superintendent, in line with those of DDDC.

26.6.10 Review of policies

These had been reviewed and new review dates included.

 

26.6.11 Review of standing orders

New 2025 standing orders had only been received the day before the meeting and the clerk had not had sufficient time to complete the parish council’s requirements within the text in time for the meeting.

 

Resolved:  to defer to a future meeting

 

26.6.12 Review of financial regulations

New 2025 financial regulations had only been received the day before the meeting and the clerk had not had sufficient time to complete the parish council’s requirements within the text in time for the meeting.

26.6.13 Planning applications, planning sub-committee and appeals, enforcement

There were no new planning applications to consider.

 

26.6.14 Highway issues, yellow lines, pot holes, street lighting, No though road sign at Reynards Lane

Minor Maintenance Agreement.  The tarmac surface at the junction of Hall Bank with Highfields Lane is in an appalling state.  The pothole and sunken grid at Dig Street remain outstanding.

 

Resolved:  to report the condition of Hall Bank.

 

26.4.13 Items for News and Views

Articles will continue to be placed regarding updates and information connected to the Neighbourhood Plan.

 

26.4.14 Correspondence and communication

Correspondence had been forwarded to members in advance of the meeting and in addition to those items addressed through the agenda included:  future running events, Derbyshire against women , Citizens Advice Bureau report.

26.6.17 Items for the next agenda

Neighbourhood Plan and Referendum, former cheese factory site and flood measures, the pond including seating and access.  Additional items to be compiled by the clerk.
