Hartington Town Quarter Parish Council
A meeting of Hartington Town Quarter Parish Council was held on Wednesday, 1st October 2025 at 7.30pm in the Bakehouse.
Present: A Grindey, R Sherratt, D Annat and the clerk, S Hampson. There were no members of the public in attendance.
Part 1 Non-confidential information
25.10.1 Apologies and attendance register
Apologies had been received from Mrs S Bruce, Ms S Spencer and Mr S Wager. District Councillor Mr D Chapman was not in attendance. The members present completed the attendance register.
25.10.2 Minutes of the previous meeting
The minutes of the previous meeting had been forwarded to members, in advance of the meeting and posted on the parish council’s website and noticeboard.
Resolved: to accept the minutes as a true record. The minutes were duly signed by the Chairman, Mr Grindey.
25.10.3 Public speaking
The public speaking procedures document was available but there were no members of the public in attendance.
25.10.4 Update from District Councillor and possible grant update
The District Councillor was not in attendance. The clerk had received the link to the Local Projects Fund grant scheme and had completed this in the sum of £500.
25.10.5 Former cheese factory site, flood attenuation measures
The clerk had contacted the Head of Planning at Peak District National Park Authority (PDNPA) for further information regarding the flood attenuation measures at Peakland Grange. The response detailed, that in the last couple of weeks, the PDNPA had received correspondence from the developer’s planning agent to confirm they are progressing via a Section 73 application which will have the effect of amended conditions. The principal planner and the area manager remain in close contact with the planning agent to push on with matters. The aim is to agree a new drainage strategy and timeline for the works. A key matter is that PDNPA has advised of the need to liaise with the local flood authority on changes. If the developer agrees to this, PDNPA would be happy to sign it off, as the authority understands that there are no significant changes to the 2018 permission which were based on the original swale scheme. The developer is looking to implement a scheme at the western end of the site in the next few weeks which they consider would be unaffected by changes to the drainage strategy and a new Section 73 application will be submitted. The drainage strategy needs to be amended is the one approved in 2018 but cannot be implemented due to works carried out at the site since then.
Subsequent to the above information, the clerk sought clarification of which 2018 scheme was referred to and requested a copy of the plan. The 2018 scheme referred to is NP/DIS/0918/0836.
Resolved: The clerk write to the local flood authority, Derbyshire County Council (DCC) to advise of the Section 73 proposal to be presented by the developer and to attach the plan sent by PDNPA. The clerk to further advise that the parish council is concerned about the scheme and the flood prevention measures for the village itself. The parish council is very concerned that any scheme submitted fails to meet the primary objective. The parish council would be grateful to be kept informed of any discussions with the developer.
The large property, referred to as Plot 1, is nearing completion but concerns over this property have been reported by a number of residents. It stands out as completely different to the others due to the stone is constructed of and has no traditional features. In addition, large plate glass windows feature. The parish council bitterly opposed features of this property.
Resolved: The clerk to contact PDNPA for their comments on this property.
The parish council noted that 3 offers had been received for the affordable houses and the members are anxious to see these inhabited as soon as possible, to bring new young families into the village; however, it has been reported that initial sales have fallen through. It was noted that the Home Builders Federation are seriously concerned that thousands of affordable houses to be completed soon are left without tenants. The transfer costs to housing associations are too high and can’t be let for part payment or rent. This is exactly why the parish council liaised with the PDNPA when the developer charged too much for the housing associations to take up. The parish council urged PDNPA that any affordable housing is guaranteed to be passed on to housing associations to be truly affordable.
25.10.6 Neighbourhood Plan
The parish council has now received approval from the PDNPA to go to referendum. All future costs will be met by PDNPA, including the polling cards to vote. Mr Annat had written to PDNPA to confirm the date of the referendum but this date had not been confirmed in time for the parish council meeting.
Resolved: Mr Annat to do a ‘write up’ on this.
25.10.7 Traffic regulation order (TRO) and yellow lines
There was still no further update on the installation of the ‘No through road’ sign granted for the bottom of Reynard’s Lane nor the yellow lines. Derbyshire County Council (DCC) had suggested the No through road sign would be in place around April 2025. The installation of additional yellow lines around the pond and on part of Hall Bank have been proposed in the Neighbourhood Plan but the achievement of these has to be through an official traffic regulation order.
Resolved: the clerk to contact DCC again to chase the installation of the No through road sign.
25.10.8 Village seat
Mr Grindey had assessed the seats around the pond to ascertain if repairs could be carried out to some seats. He reported that one seat is beyond repair; however, two may be possible to repair. As discussed under 25.10.4, the clerk had completed a grant form in the sum of £500 connected to the village seats.
25.10.9 Christmas Tree and Lighting
It was reported that 2 sections of lighting were damaged during the gales in 2024. The Hartington Community Group will be responsible this year for supplying the refreshments during the ‘switch on’ event. The Oddfellows will assist with this.
Resolved: Mr Grindey to approach a gentleman regarding the possible supply of the tree for 2025.
Resolved: Mr Grindey and Mr Sherratt to be involved with the erection of the tree.
Resolved: Mr Annat to source additional lighting and to be reimbursed.
Resolved: Mr Wager to be asked to open the event.
Resolved: Mr Grindey to receive the bell from Mr Annat and to retain this.
25.10.10 .gov.uk domain
The clerk had contacted the parish council’s website manager. He interprets this as there should be a suffix rather a .co.uk This would require a new registration of the domain name and then reconfiguration of the site to refresh all the references to the old suffix. The current website provider doesn’t support registration of .gov.uk domain so a different provider would also be required.
Resolved: to await further circulars on this matter before taking this any further.
25.10.11 Items of account, salaries, clerk’s pay award, HMRC, general administration, mowing contractor, bus shelter maintenance, on line banking

Mr Grindey had not had the opportunity to liaise with a bank regarding on line banking and signatories.
25.10.12 Planning applications, planning sub-committee and appeals, enforcement
There were no new planning applications to consider.
25.10.13 Highway issues, yellow lines, pot holes, street lighting
The clerk had requested a larger directional sign to the public car park to continue to encourage users.
25.10.14 Items for News and Views
Resolved: Mr Annat to prepare an article regarding the referendum, related to the neighbourhood plan once a date has been confirmed.
25.10.15 Correspondence and communication
Correspondence had been forwarded to members in advance of the meeting and included: Parishes Day on 11th October, STWA Roadshow, DALC Day, DDDC voluntary services.
Resolved: To advise the Hartington Community Group that the Oddfellows will no longer be participating in the snow clearance in the village and to ask if they would like to progress with this scheme and to also undertake DCC’s on line training. Mr Grindey would be prepared to receive allocated grit.
25.10.16 Items for the next agenda
Neighbourhood Plan, former cheese factory site and flood measures, traffic regulation orders/yellow lines and Reynards Lane No through road, village seats, Christmas tree and lighting, initial budget considerations, grit bin monitoring. Additional items to be compiled by the clerk.
