Hartington Town Quarter Parish Council

A meeting of Hartington Town Quarter Parish Council was held on Wednesday, 5th November 2025 at 7.30pm in the Bakehouse.

 

Present:  A Grindey, R Sherratt, S Bruce, S Wager and the clerk, S Hampson.  There were no members of the public in attendance.

 

Part 1 Non-confidential information

25.11.1 Apologies and attendance register

Apologies had been received in advance from Mr Annat.  Ms S Spencer was not in attendance.  The members present completed the attendance register.  

 

25.11.2 Minutes of the previous meeting

The minutes of the previous meeting had been forwarded to members, in advance of the meeting and posted on the parish council’s website and noticeboard.  

 

Resolved:  to accept the minutes as a true record.  The minutes were duly signed by the Chairman, Mr Grindey.

 

25.11.3 Public speaking

The public speaking procedures document was available but there were no members of the public in attendance.

 

25.11.4 Update from District Councillor and possible grant update

The District Councillor was not in attendance. 

 

25.11.5 Former cheese factory site, flood attenuation measures

The clerk had contacted the local flood authority, Derbyshire County Council (DCC) to advise of the Section 73 proposal to be presented by the developer with the plan sent by Peak District National Park Authority (PDNPA).  In response, the flood engineer from DCC advised that, most likely, DCC will not be consulted on the S73 application unless the application is to remove the condition altogether which would change the previously agreed method of managing flood flows down Stonewell Lane.

 

The clerk had contacted PDNPA for their comments on the large property referred to as Plot 1 and the affordable houses at the development.  A response from PDNPA provided details of instructions for 2 of the affordable houses.  PDNPA supports the parish council’s view regarding Rural Housing Providers.  The developer’s unilateral undertaking at the appeal moved away from the standard S106 legal agreement.  There is pressure for PDNPA to relax its model agreement. PDNPA is trying to hold on to safeguards that ensure locally needed affordable homes remain in perpetuity.  The new local plan aims to align with the housing strategy being developed at Derbyshire Dales District Council (DDDC).

 

Resolved:  the clerk to seek an update on the S73 application at the development site.

 

25.11.6 Neighbourhood Plan and referendum

Referendum notices and information had been received and placed on the website, the parish council’s noticeboard and the community noticeboard.  The clerk had printed off 2 copies of the Neighbourhood Plan for collection from the post office and subsequent display in the village hall.  An article will appear in News and Views. 

 

The consultation period on the PDNPA Local Plan Preferred Approach (regulation 18) commenced on 3rd November and will continue until 21st December 2025.  The clerk brought a hard copy of the Local Plan to the meeting.

 

25.11.7 No through road sign for Reynards Lane

The clerk had contacted DCC again to chase the installation of the No through road sign but the sign was still not in place in time for the meeting.  A period of 6 months has now elapsed since the request for this sign.

 

Resolved:  the clerk to continue to seek updates from DCC until such time as the sign is installed.

 

 

25.11.8 Village seats and successful local projects fund grant

As referred to in the October minutes, the clerk had completed a grant form in the sum of £500 connected to the village seats and this had been successful. Mr Grindey reported he would undertake repairs to one of the seats; he reported that 2 of the seats are fine.  The clerk requested that receipts be obtained for the repairs to submit in support of the grant.

 

25.11.9 Christmas Tree and Lighting

Mr Grindey had approached a resident regarding the possible supply of the tree for 2025.  The resident had previously donated a Christmas tree to the village and will generously supply a further one for 2025.  This is very much appreciated by the parish council.  The work involved in the delivery, erection of the tree and the lights were discussed.

 

25.11.10 Remembrance Day and War Memorial

The clerk had instructed the mowing contractor to undertake weed control at the War Memorial and this had taken place. Mr Grindey will lay the wreath on behalf of the parish council.

 

25.11.11 Initial budget suggestions for 2026-2027

Suggestions received included:  attention to the stanner (clarification with DCC); the pond overflow; possible replacement of the parish council laptop as the present one is approximately 10 years old.  Additional items will be discussed at the December meeting.

 

25.11.12 Grit bin monitoring and snow warden scheme

Mr Grindey had kindly checked the stocks in the majority of the grit bins. 

 

Resolved:  to order further supplies of grit for Bankside and 2 bins on Reynards Lane.

 

The clerk had contacted DCC regarding the snow warden scheme but had not received a reply in time for the meeting.

 

25.11.13 Items of account, salaries, clerk’s pay award, HMRC, general administration, mowing contractor, bus shelter maintenance, on line banking, Christmas tree lights

Mr Grindey had liaised with the parish council’s bank regarding on line banking and signatories but further communication will be required.

 

25.11.14 Planning applications, planning sub-committee and appeals, enforcement

Members gave consideration to a planning application and listed building consent NP/DDD/1025/1076 and 1076 at the Devonshire Arms for the relocation of an existing LPG tank to a new location on the southern boundary of the site and repositioning of a timber shelter, removal of timber fencing forming the current in enclose and formation of a 2m high brick and stone screen on the southern boundary, new 1800 mm high timber screen fencing to enclose the LPG tank in a new position.  New underground pipework to LPG and relocation of bin store.

 

Members also discussed the appearance of more benches approaching the pavement in front of the Devonshire Arms and additional lighting.  Residents have expressed some concerns about a replacement extractor fan.

 

Resolved:  to support the applications ending 1075/1076 but to express concerns about the retrospective aspect related to the extractor fan. 

Resolved:  Mr Grindey to view the extractor fan visible from the rear of the public house and advise accordingly.

 

A previous application at Meri Cottage had been granted.

 

 

 

25.11.15 Highway issues, yellow lines, pot holes, street lighting

The clerk had received an email from a member of the public who claimed to have experienced difficulties on an obstructed track which he perceived to be a public footpath.  The clerk had contacted the PDNPA and DCC’s Rights of Way Team regarding this.  DCC’s Rights of Way Team had reported that the track opposite Bank Top Farm is not a public right of way and suggested that the member of the public contact them directly to ensure the precise location has been commented on.  The clerk had already suggested making direct contact.  The parish council members supported the comments received from the Rights of Way Team.

 

Resolved:  the clerk to contact the member of the public to instruct him to contact the DCC’s Rights of Way Team with the precise location of their difficulty.

Resolved:  All future enquiries regarding rights of way issues from members of the public will be directed straight to the Rights of Way Team.

 

Some potholes previously reported to DCC had received attention and some had been assigned instructions to complete works.

 

25.11.16 Items for News and Views

Correspondence had been forwarded to members in advance of the meeting and items were covered by the agenda.
