Hartington Town Quarter Parish Council

A meeting of Hartington Town Quarter Parish Council was held on Wednesday, 4th June 2025 at 7.30pm in the Bakehouse.

 

Present:  A Grindey, S Bruce, R Sherratt, S Spencer and the clerk, S Hampson. There were no members of the public in attendance.

 

Part 1 Non-confidential information

25.6.1 Apologies and attendance register

Apologies had been received from Mr D Annat and Mr S Wager.  The members present completed the attendance register.  

 

25.6.2 Minutes of the previous meeting

The minutes of the previous meeting had been forwarded to members, in advance of the meeting and posted on the parish council’s website and noticeboard.  

 

Resolved:  to accept the minutes as a true record of proceedings noting that Mr Wager was not in attendance at the May meeting.  The minutes were duly signed by Mr Grindey.

 

25.6.3 Public speaking

The public speaking procedures document was available and there were no members of the public in attendance but of public interest, Mrs Bruce reported that following the report by the member of Hartington First Responders now checking the village’s defibrillator that the defibrillator needed to be serviced and replaced shortly; an independent check had taken place and found this not to be the case at all.  This was of concern to the parish council members.

 

Mrs Bruce further reported that someone had found some ducklings and placed them on the village pond.  This had resulted in a separation from the mother.  Members were concerned that nobody should introduced ‘wildlife’ to the pond.

 

25.6.4 Update from District Councillor and possible grant update

The District Councillor was not in attendance.  The clerk had contacted the District Councillor on a number of occasions regarding the possibility of the grant he had referred to in previous minutes.  There had been no response/update on the grant.

 

25.6.5 Former cheese factory site, flood attenuation measures and enforcement request for a compliance site visit.

The clerk had contacted Peak District National Park Authority (PDNPA) regarding a compliance site visit connected to storage issues at the development site. 

 

Resolved:  The clerk to contact again, the PDNPA officer concerned, to request a new timescale on the flood attenuation scheme and to chase the compliance site visit.  

 

25.6.6 Neighbourhood Plan

Redacted responses to the Section 16 have been requested and the initial contact has been made by the appointed inspector.

 

25.6.7 Traffic regulation order (TRO) and yellow lines

There was no further update on the installation of the ‘No through road’ sign granted for the bottom of Reynard’s Lane.  It was reported that a lot of motorbikes have been seen going up Reynards Lane.

 

25.6.8 Village seat

Also see item 25.4.4. 

 

Resolved: the clerk to obtain a price for an individual seat and also a price for 4 seats made of an artificial timber nature.  The seats to be simple ‘plank’ in form like those placed during the enhancement scheme in the 1990s.

 

25.6.9 Community noticeboard

Mr Grindey advised that he had not forgotten about the relocation of the noticeboard and will attend to this matter shortly.

25.6.10 Review of policies

The clerk had reviewed all of the policies and added new review dates.  These had been sent to the members for their attention and to the website manager. The clerk will contact DALC to enquire about new standing orders.

 

25.6.11 Disposal of assets

The old mowing equipment is still in storage and is unlikely to be used again as mowing contractors have now been used for some considerable time. 

 

Resolved:  to continue to leave the equipment where it is for now.

The public rights notice related to the accounts for the year ended 31st March 2025 has been displayed on the noticeboard and sent to the website manager for display along with all audit material and accounts.  The certificate of exemption has also been sent to the external auditors.       

 

25.6.13 Planning applications, planning sub-committee and appeals, enforcement

A previous application for a barn at Pilsbury has been withdrawn.

 

25.6.14 Highway issues, yellow lines, pot holes, street lighting

The clerk had reported a number of potholes after the previous meeting on Stonewell Lane, near the gift shop and near the Red Lion.  A further area of concern is a grid near the telephone box as there is a gap around it in which a small child could get their foot caught. Any parishioner can report areas of concern such as potholes, drains etc via the Derbyshire County Council ‘Report It’ system and the parish council would welcome more reports being made, as it seems to take a very long time for DCC to act.

 

Resolved:  the clerk to report the identified grid near the telephone box.

 

25.6.15 Items for News and Views

Resolved:  the clerk to place an item regarding the DCC reporting system, as detailed above.

Resolved:  to advise people not to introduce any form of wildlife to the village pond.

 

25.6.16 Correspondence and communication

Correspondence had been forwarded to members in advance of the meeting and included:  DALC information, Citizens Advice Bureau report, VE Day grant information had been incorrectly published by Derbyshire Dales District Council as Hartington Town Quarter receiving monies.  This was not the case and the monies had been received by Hartington Middle Quarter parish.  A street trading licence has been renewed connected to the fish and chip van.

 

25.6.17 Items for the next agenda

Neighbourhood Plan, former cheese factory site and flood measures, traffic regulation orders/yellow lines and Reynards Lane No through road, community noticeboard, village seats.  Additional items to be compiled by the clerk. 

 

25.6.18 Date of next meeting:  Wednesday, 16th July 2025.  The parish council does not meet in August.
