Hartington Town Quarter Parish Council

A meeting of Hartington Town Quarter Parish Council was held on Wednesday, 17th September 2025 at 7.30pm in the Bakehouse.

 

Present:  A Grindey, R Sherratt, S Spencer, S Bruce and the clerk, S Hampson.  There were no members of the public in attendance.

 

Part 1 Non-confidential information

25.9.1 Apologies and attendance register

Apologies had been received from Mr D Annat, Mr S Wager and District Councillor Mr D Chapman.  The members present completed the attendance register.  

 

25.9.2 Minutes of the previous meeting

The minutes of the previous meeting had been forwarded to members, in advance of the meeting and posted on the parish council’s website and noticeboard.  

 

Resolved:  to accept the minutes as a true record.  The minutes were duly signed by the Chairman, Mr Grindey.

 

25.9.3 Public speaking

The public speaking procedures document was available but there were no members of the public in attendance.

 

25.9.4 Update from District Councillor and possible grant update

The District Councillor was not in attendance.  The clerk had not received the link to the grant to the application process referred to in previous minutes.

 

25.9.5 Former cheese factory site, flood attenuation measures

There was no further update from Peak District National Park Authority.

 

Resolved:  the clerk to contact the enforcement team regarding the flood attenuation proposal.

 

25.9.6 Neighbourhood Plan

The parish council has now received approval from the PDNPA to go to referendum.  All future costs will be met by PDNPA, including the polling cards to vote. 

 

25.9.7 Traffic regulation order (TRO) and yellow lines

There was no further update on the installation of the ‘No through road’ sign granted for the bottom of Reynard’s Lane nor the yellow lines.  Derbyshire County Council (DCC) had suggested the No through road sign would be in place around April 2025.

 

Resolved:  the clerk to contact DCC again to chase the installation of the No through road sign.

 

25.9.8 Village seat

The clerk had contacted Cultural Heritage regarding the seats and advised that a fee would be required for advice.  She had subsequently contacted the head of planning for clarity if this applied to parish councils and was advised that the fee will have to be paid to proceed.  Mrs Bruce suggested repairing timber on the existing seats if the supporting ironwork is sound.  Members were not certain of this.

 

Resolved:  Mr Grindey to assess the seats to ascertain if repairs could be carried out to at least some seats.

 

25.9.9 Items of account, salaries, clerk’s pay award, HMRC, general administration, mowing contractor, bus shelter maintenance, wakes’ band, on line banking

*The pay award for clerks had been received, backdated to 1 April 2025.  Pay awards are incorporated into clerks’ contracts.

 

Resolved:  Mr Grindey to liaise with a bank regarding on line banking and signatories.

 

25.9.10 Planning applications, planning sub-committee and appeals, enforcement

Resolved:  to support NP/DDD/0725/0667 to replace a small rainwater hopper and 68 mm downpipe both unfit for purpose with a larger hopper (conservation style cast iron and corresponding 100 mm downpipe).

 

25.9.11 Highway issues, yellow lines, pot holes, street lighting

A resident had contacted the parish council regarding a number of traffic cones placed in the village.  The clerk had contacted DCC and the local PCSO regarding the legality of such cones.  The PCSO advised that it is generally illegal to place traffic cones for personal reasons.  Cones can only by placed by DCC, Highways or if permission has been granted to close a road for an event which has been applied for.  Cones cannot be used to reserve parking spaces.  The parish council acknowledged that some cones have been placed for legitimate access reasons.  In addition, any no parking signs, placed by residents, have no authority and are not enforceable.

 

Despite the clerk reporting pot holes around the central grass island and the pothole in the highway near the pump, DCC has not carried out any measures to resolve matters.

 

The directional sign to the public car park, in the vicinity of the bus shelter, is very small.  During the period of time that the parking charge as been £2 for the whole day, the car park has been well used. 

 

Resolved:  the clerk to request a larger directional sign to the car park to continue to encourage users and to report again the existing pot holes.

 

25.9.12 Items for News and Views

Resolved:  Mr Annat had advised, in advance of the meeting, of  an intention to prepare an article regarding the referendum, related to the neighbourhood plan.

 

25.9.13 Correspondence and communication

Correspondence had been forwarded to members in advance of the meeting and included:  DALC information, Edinburgh trial, mobile library routes, liaison forums, the Christmas Tree lights switch on event will be on Sunday, 7th December, NALC circular regarding  .gov.uk domains for parish councils, a resident’s enquiry regarding freedom of information.

 

Resolved:  the clerk to contact the website manager regarding  .gov.uk domains

Resolved:  to establish the function of the existing Christmas tree lights; to consider purchasing additional lighting and to enquire if a tree can be obtained for 2025.

 

25.9.14 Items for the next agenda

Neighbourhood Plan, former cheese factory site and flood measures, traffic regulation orders/yellow lines and Reynards Lane No through road, village seats, the wakes band, internet banking, Christmas tree and lighting.  Additional items to be compiled by the clerk. 

 

25.9.15 Date of next meeting:  Wednesday, 1st October 2025.
